Issue 54: A New Act and an Old Story
This thirteenth annual Highlights issue of RESOURCES gives an account of events and issues that were of special interest in 1976 and will be of continuing concern during 1977. The intent is to report events accurately and readably and to provide relevant background information and comment. The treatment is selective, representing judgments of a number of RFF staff members, and does not purport to be a comprehensive roundup of resource and environmental issues. The views reflected here are those of individual staff members and are not official points of view adopted by Resources for the Future.
